The Second Amendment of the US Constitution should apply to swords. And I'm not just saying that because, oh, it would be funny, but in recorded military orders, government documents, and acts specifically for regulating militias, swords were required weapons to be carried by every member as late as 1779.
Though around 1774, they allow for either a sword or a tomahawk, but swords and sometimes even pole arms were mandatory parts of a well-regulated militia. The Founding Fathers would have wanted you to be good at melee, too.
