This means that any variation from the mean is going to be zero. So, any number in your set of numbers is always going to be the mean. So, this could be 5 5 5 5 5 and so on. Or it could be 0 0 0 0 0 and so on.
And it literally can be any number as long as it's all the same, then the standard deviation of your set of numbers is zero.
